Building peace through cooperation: civil society in the Fergana Valley

The Fergana Valley is a region where communities across Kyrgyzstan, Tajikistan and Uzbekistan share both challenges and opportunities.

In such a context, sustainable peace depends on dialogue, cooperation and inclusive local action. 

From analysis to action

Since January 2024, Public Foundation “DIA” in partnership with Saferworld and with the support of the European Union has been implementing a project aimed at strengthening civil society.

The project began with mapping organisations and identifying their needs, providing a foundation for targeted support.  

Strengthening capacity and networks

Through training programmes, civil society actors enhanced their skills in peacebuilding, gender and climate-related issues.

These activities also helped build a regional network of organisations.  

Local initiatives, regional impact

Out of 14 applications, 8 initiatives were supported, including cross-border projects.

These initiatives engaged youth, farmers and community activists, demonstrating how local efforts can contribute to broader peacebuilding.  

Creating spaces for dialogue

Participants engaged in regional and international events, including forums and advocacy visits, strengthening connections and amplifying local voices.  

Adapting to challenges

Despite challenges — including regulatory changes and coordination constraints — the project adapted and continued to deliver results through flexible approaches and strong partnerships.  

Lasting impact

The project:
— strengthened civil society capacity
— built partnerships across borders
— supported inclusive peace initiatives

It demonstrated that sustainable peace is built through everyday collaboration between people and communities.

Stronger together

When civil society organisations come together, they become powerful agents of change.

The Fergana Valley shows that shared challenges can also become shared opportunities — when approached through cooperation and trust.
